Upper Tweed Community Council 

Election of Members

The Annual General Meeting of the Council will take place on Monday 19th May 2025. There are four vacancies to be filled. 

Any member of the community within the UTCC area who is registered on the electoral roll is eligible to stand for election. The Community Council fulfils an important role in the Community and it is hoped that people will be willing to serve on the Council. The Council normally holds nine meetings a year.

Nomination Forms with instructions for completion are available in the Broughton Village Store, on the Upper Tweed Community Council website and the Broughton Facebook page. Completed forms should be returned to the Shop in an envelope marked for my attention or returned to me by post or email by noon on Monday 12th May. 

The Candidate must sign Page 2 of the Nomination Form. 

The names of the successful candidates will be announced at the AGM on Monday 19th May. If there are more candidates than vacancies an election may be held at a later date.

King George V Playing Field upgrades

The UTCC has formed a park subcommittee to look at how best to update the King George V Playing field to include better facilities and accessibility for the whole community and we'd love to gather your views on the matter.

The team has put together a detailed presentation 
with all of the information on the initial facilities as well as a survey to gather your feedback once you have reviewed the presentation. There will also be a open event in the village hall on Sunday 9th March from 12-3.

Residents feedback sought for Review of Community Council Scheme

Scottish Borders Council has launched its consultation on the Review of Community Council Scheme 2025 today, 24 January, seeking feedback from residents in the Scottish Borders with suggestions on how the Community Council Scheme and Handbook can be improved. The review will allow residents in the Borders to provide their feedback on the Scheme and handbooks for the 69 Community Councils in the area. All local authorities must provide a Scheme for Community Councils, which outlines their governance arrangement and includes details of the Community Council areas. The public consultation will run for three months, from 24 January until 23 April 2025. The review can be completed online via Citizen Space. Residents can also feedback in writing by accessing hard copies of the consultation at contact centres or by contacting Scottish Borders Council Democratic Services, Council HQ, Newton St Boswells, Melrose, TD6 0SA Community Councils are voluntary organisations set up by statute by the local authority and run by local residents to act on behalf of the area. To remain current, and reflect good practice, it is important that the Scheme is reviewed. Update on Bus Services

Thank you to those who attended the UTCC meeting on Monday 21st October to express views on the local bus service. Following a meeting with SBC and our local councillors on Tuesday 22nd October, please find some of the findings from that meeting, along with an action for us as a community. The existing bus contract is up (both service 91 and 93) and currently operating on an extension which ends in March. The service has not yet been put out to tender, but will be. Openness around ideas to increase the usage (noted Destination Tweed). The tender will be put out based on a few scenarios as no firm decision has been made. It should be noted however, that funding constraints do exist. It is anticipated the scenarios would be: Retain existing timetable / service (with community input on tweaks to the existing timetable that would make it more useable – e.g Broughton to Biggar morning bus to come earlier, connectivity to West Linton for Edinburgh connection, accommodating school sporting activities in Peebles, etc.  Will be reviewed whether this would be a large bus or a smaller 16-seater. Hybrid option: Fixed service in the morning / afternoon / peak times (for workers and school children) with timetable tweaked to make it meets the needs of many. Anything in between and beyond would be on demand service (see below) – argument that this could afford more flexibility than existing service. Fully on demand service. ​ First of all, when we talk about “taxi bus”, the reality is that this will be an on-demand bus service, and some ideas on how this would work follows: This would be a smaller 16 seater type vehicle. Would have capacity for bikes, mobility aids and prams (maybe not all at once!). Would be booked in advance – this could be weeks before (to accommodate doctor or dentist appointments), but prior to 4pm a day in advance of travel (there would be some flexibility for on the day bookings but options likely to be more limited). Bookings would be made by telephone and / or app – telephone preferred option as app too fixed based on experience.  Speaking with the driver, they could advise 11:30am not possible, but 11:45am is and create a route to accommodate a number of people. The cost will be equivalent of existing, with concessions remaining valid.    What are next steps?  As a community, we have the opportunity to input (within the next 3-4 weeks around): Which tender suits the needs of the majority (what would be the preference). Any tweaks we would like to make to the existing timetable to make it more useable – e.g Broughton to Biggar morning bus to come earlier, connectivity to West Linton for Edinburgh connection, accommodating school sporting activities in Peebles, etc…..and, if limited fixed time services (in addition to on demand), what are the critical times – e.g. school / work early morning and late afternoon. ​ To gather opinion, there is a small poll that has been created (2 questions – should take
